class=\"wpr-acc-panel-content\"><p>On January 19, 1999, as part of its policy of privatizing public and semi-public companies, the French State signed a concession agreement with CAMRAIL, granting it the right to operate Cameroon's railways.\nThe agreements reached between the Licensor and the financial backers led to the Memorandum of Understanding signed on March 08, 2002. This agreement defines a passenger transport plan, sets up a balancing subsidy and creates a Passenger Transport Committee to monitor the service's activities.\nTwo Amendments N\u00b01 and N\u00b02 to the Concession Agreement of January 19, 1999 were signed between the parties on September 16, 2005 and November 04, 2008, respectively, with the aim of ensuring the continuity and modernization of the railway business and redefining the terms and conditions of financing required for the implementation of the investment programs between the Grantor and the class=\"wpr-acc-panel-content\"><p>In order to move towards this objective, in March 2007 the Passenger Transport Committee entrusted an international consultant with the task of carrying out a study on the rationalization of passenger rail transport in Cameroon, which should, among other things, propose the implementation of a new passenger transport plan that reconciles the interests of the population and the various rail users, the interests of the Grantor and the Concessionaire, propose a more appropriate passenger service management scheme, propose hypotheses for new cost allocation keys based on simulated variations in the deficit, and so on.<\/p><\/div>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n                    <\/div>\n\n                \n\t\t\t\t\t<div Ce volet transport Voyageurs est assur\u00e9 par la Direction MOBIRAIL. Les conditions g\u00e9n\u00e9rales de vente (tarifs, horaires, etc.) sont d\u00e9finies et adopt\u00e9es par le Comit\u00e9 de Transport Voyageurs (CTV) qui regroupe en son sein CAMRAIL et les repr\u00e9sentants de l\u2019Etat. Convention de Concession et Subvention Dans le cadre de la mise en \u0153uvre de sa politique de privatisation des entreprises publiques et parapubliques, l\u2019Etat a sign\u00e9 avec CAMRAIL en date du 19 janvier 1999, une Convention de concession par laquelle il lui a conc\u00e9d\u00e9 l\u2019exploitation de l\u2019activit\u00e9 ferroviaire au Cameroun. Les accords conclus entre le Conc\u00e9dant et les bailleurs de fonds ont abouti au Protocole d\u2019Accord sign\u00e9 le 08 Mars 2002, les Parties ont convenu de proc\u00e9der \u00e0 l\u2019identification de toutes les recettes et de toutes les charges inh\u00e9rentes \u00e0 l\u2019ex\u00e9cution du service voyageurs, de proc\u00e9der \u00e0 l\u2019individualisation comptable de l\u2019activit\u00e9 de transport voyageurs au sein de la soci\u00e9t\u00e9 concessionnaire, afin de d\u00e9terminer le niveau r\u00e9el du d\u00e9ficit engendr\u00e9 par cette activit\u00e9 et envisager sa couverture \u00e0 travers une subvention d\u2019\u00e9quilibre. Conventions ult\u00e9rieures et modernisation En vue de ce r\u00e9sultat, l\u2019Etat s\u2019est engag\u00e9 \u00e0 assurer sous forme de subvention, le d\u00e9ficit de ce volet de l\u2019exploitation, apr\u00e8s n\u00e9gociation avec CAMRAIL et en accord avec l\u2019ensemble des Bailleurs de fonds. Le 03 d\u00e9cembre 2003, une Convention de Transport Voyageurs a \u00e9t\u00e9 sign\u00e9e entre l\u2019Etat et CAMRAIL. Cette Convention d\u00e9finit d\u2019une part, un plan de transport voyageurs et d\u2019autre part, met en place une subvention d\u2019\u00e9quilibre et cr\u00e9e un Comit\u00e9 de Transport Voyageurs pour le suivi des activit\u00e9s de ce service. Deux Avenants N\u00b01 et N\u00b02 \u00e0 la Convention de Concession du 19 janvier 1999 ont \u00e9t\u00e9 respectivement sign\u00e9s le 16 septembre 2005 et le 04 novembre 2008 entre les Parties dans l\u2019objectif d\u2019une part, d\u2019assurer la p\u00e9rennit\u00e9 et la modernisation de l\u2019activit\u00e9 ferroviaire et d\u2019autre part, de red\u00e9finir les conditions et les modalit\u00e9s de financement n\u00e9cessaires \u00e0 la r\u00e9alisation des programmes d\u2019investissement entre le Conc\u00e9dant et le Concessionnaire. \u00c9tude de rationalisation et modernisation En vue d\u2019\u00e9voluer vers cet objectif, le Comit\u00e9 de Transport Voyageurs a confi\u00e9, en mars 2007 \u00e0 un Consultant international, la r\u00e9alisation de l\u2019\u00e9tude de rationalisation de l\u2019activit\u00e9 de transport voyageurs par rail au Cameroun. Cette \u00e9tude devrait entre autres, proposer la mise en place d\u2019un nouveau plan de transport voyageurs conciliant \u00e0 la fois les int\u00e9r\u00eats des populations et divers usagers du rail, les int\u00e9r\u00eats du Conc\u00e9dant et du Concessionnaire, proposer un sch\u00e9ma de gestion du service voyageurs plus appropri\u00e9, proposer des hypoth\u00e8ses de nouvelles cl\u00e9s de r\u00e9partition des charges bas\u00e9es sur la simulation de variation du d\u00e9ficit, etc. Modernisation du service voyageurs Afin de moderniser davantage le service voyageurs, le rendre plus attractif et garantir une responsabilisation solidaire aux r\u00e9sultats de cette activit\u00e9, les Parties ont d\u00e9cid\u00e9 d\u2019adopter des principes de conventionnement plus incitatifs ayant notamment trait au r\u00e9am\u00e9nagement du statut de MOBIRAIL (Unit\u00e9 de gestion disposant d\u2019une comptabilit\u00e9 s\u00e9par\u00e9e, charg\u00e9e de g\u00e9rer l\u2019activit\u00e9 de transport voyageurs au sein de CAMRAIL), sur le plan qualit\u00e9 de service et du niveau de la subvention d\u2019\u00e9quilibre.
