the setting up, within CAMRAIL, of a management unit (MOBIRAIL) with separate accounts to monitor passenger transport; the setting up of a joint monitoring committee, the CTV (Passenger Transport Committee [PTC]), to monitor activity; C\u2019est ainsi que, sous la Regifercam, les trafics de voyageurs, qui atteignaient 2 millions de passagers au d\u00e9but des ann\u00e9es 1990 avaient r\u00e9gress\u00e9 \u00e0 1.2 million entre1998 et 1999.La convention de concession pr\u00e9voyant de soumettre le concessionnaire \u00e0 des obligations de service public sous r\u00e9serve de lui verser des contributions publiques couvrant ses d\u00e9ficits, CAMRAIL a sign\u00e9 entre 1999 et 2001, 8 conventions particuli\u00e8res avec plusieurs minist\u00e8res et administrations (Minist\u00e8res des Finances, minist\u00e8re des Postes et T\u00e9l\u00e9communications, minist\u00e8re de la D\u00e9fense, minist\u00e8re de la For\u00eat de la faune et de la Flore\u2026).En raison des difficult\u00e9s du Tr\u00e9sor Public \u00e0 honorer les engagements de l\u2019Etat au titre de la compensation financi\u00e8re du d\u00e9ficit des services voyageurs, cette politique n\u2019a pas permis d\u2019enrayer la chute des trafics qui sont tomb\u00e9s \u00e0 1 million de passagers en 2004. 2\u00e8me Phase 2004 \u00e0 2008 : une p\u00e9riode de stabilisation En 2002 &#8211; 2003, CAMRAIL et son Autorit\u00e9 D\u00e9l\u00e9gante ont engag\u00e9 des n\u00e9gociations afin de relancer l\u2019activit\u00e9 voyageurs et d\u2019en mieux ma\u00eetriser les co\u00fbts. Ces n\u00e9gociations ont d\u00e9bouch\u00e9 sur la signature d\u2019une convention de Transports de voyageurs (en date du 3 d\u00e9cembre 2003) qui s\u2019est traduite par la d\u00e9termination de l\u2019offre de services \u00e0 assurer ainsi que le mode de calcul des d\u00e9ficits et des subventions publiques\u00a0; la mise en place, au sein de CAMRAIL, d\u2019une unit\u00e9 de gestion (MOBIRAIL) disposant d\u2019une comptabilit\u00e9 s\u00e9par\u00e9e charg\u00e9e de suivre le transport de voyageurs\u00a0; l\u2019instauration d\u2019un comit\u00e9 de suivi paritaire, le CTV (Comit\u00e9 de Transport Voyageurs) charg\u00e9 d\u2019assurer le suivi de l\u2019activit\u00e9\u00a0; et la n\u00e9gociation de financements (aupr\u00e8s de l\u2019AFD et de la BEI) pour acqu\u00e9rir 5 rames d\u2019autorails afin d\u2019am\u00e9liorer la qualit\u00e9 des services offerts.\u00a0 Cette nouvelle politique a permis de stabiliser l\u2019activit\u00e9 et d\u2019amorcer une reprise des trafics qui ont progress\u00e9 de pr\u00e8s de 20% sur la p\u00e9riode passant de 1 \u00e0 1.2 millions de passagers par an. Depuis 2008 : UNE P\u00c9RIODE DE RELANCE Du fait de l\u2019importance politique et sociale des transports de voyageurs, CAMRAIL et son Autorit\u00e9 D\u00e9l\u00e9gante ont entrepris de relancer les trafics voyageurs, en d\u00e9cidant d\u2019accro\u00eetre les ressources n\u00e9cessaires au renouvellement du mat\u00e9riel roulant voyageurs et de lancer un nouveau plan d\u2019investissements. C\u2019est ainsi que dans le cadre de l\u2019Avenant n\u00b02 du 4 novembre 2008, redistribuant les responsabilit\u00e9s de l\u2019Etat et de CAMRAIL en mati\u00e8re d\u2019investissements, il a \u00e9t\u00e9 institu\u00e9, parall\u00e8lement \u00e0 la cr\u00e9ation du CIF (Compte d\u2019Infrastructures Ferroviaires) charg\u00e9 d\u2019assurer le financement des investissements en mati\u00e8re d\u2019infrastructures, un CIV (Compte d\u2019Investissement Voyageurs). Le CIV traduisait la volont\u00e9 des Parties de transf\u00e9rer clairement la charge des investissements relatifs aux transports de voyageurs \u00e0 l\u2019Etat ; le CIV devant en effet \u00eatre abond\u00e9 par des contributions de l\u2019Etat et des Bailleurs de Fonds. L\u2019avenant n\u00b02 pr\u00e9voyait la mobilisation par le CIV d\u2019un financement de 11.5 milliards FCFA qui devait \u00eatre consacr\u00e9 \u00e0 la mise en place d\u2019un plan d\u2019investissements ambitieux recouvrant l\u2019acquisition de 3 locomotives, 31 voitures 2\u00e8me classe, 14 voitures 1\u00e8re, 4 restaurant-bar et 4 fourgons. La relance des activit\u00e9s de transport de voyageurs a par ailleurs \u00e9t\u00e9 acc\u00e9l\u00e9r\u00e9e avec l\u2019\u00e9laboration, \u00e0 la demande du CTV, d\u2019une nouvelle convention de Transport Voyageurs qui a \u00e9t\u00e9 sign\u00e9e le 4 f\u00e9vrier 2011 et est entr\u00e9e en vigueur le 1er avril 2012. La nouvelle convention introduisait un m\u00e9canisme de subventionnement plus incitatif et un nouveau plan de performance et de qualit\u00e9 de service, adoss\u00e9 sur un m\u00e9canisme d\u2019int\u00e9ressement et de p\u00e9nalit\u00e9s. Elle red\u00e9finissait le plan transport applicable, fixait de fa\u00e7on pr\u00e9cise les modalit\u00e9s de suivi des charges transport ainsi que le mode de d\u00e9termination de la subvention d\u2019\u00e9quilibre.
